This position is located in the Human Resources Management Division (HRMD), Office of Management (OM) Office of Inspector General (OIG), Department of Homeland Security (DHS). This Division, at a headquarters level, has full delegation authority and is responsible for: functioning as a strategic partner and advisor to top management in workforce planning and development and management programs; interacting with and overseeing OIG's contractual services that provide various HR operational services/functions; formulating, developing, administering, and implementing the over-all human resources management programs, policy, practices and procedures for nationwide application throughout the OIG headquarters and field offices; and providing a broad range of personnel management services for all OIG staff.
Being a Human Resources Specialist (Employee Benefits) makes you a valuable member of the Human Resources Management Division (HRMD), Office of Management (OM) Office of Inspector General (OIG). You will provide an array of technical guidance, advisory services and program support in the benefits, retirements, and payroll area. The incumbent represents the OIG in a professional and collaborative manner, and provides expert, state-of-the art consultative support services to OIG employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury compensation. Typical assignments include:
- Identifying, analyzing and proposing solutions to problems and issues in the area of benefits. Problems and issues are characterized by their breath, importance, and severity and for which previous studies and established techniques are frequently inadequate.
- Conducting briefings or training for employees, supervisors, managers, and senior management officials regarding payroll, benefits, retirement, work/life, and leave programs. Conducting orientation and training sessions for employees. Identifying the need for training personnel, preparing, and presenting course materials. Collecting, tracking, and analyzing information obtained from course participants.
- Serving as an advisor for HR entitlement programs such as benefits, work life, payroll and/or retirement in order to determine the appropriate entitlements of the employee. Coordinating estimates of annuities and responding to retirement, work life, payroll, and/or benefits inquiries. Preparing and completing personnel and payroll action requests/forms. Calculating and making determinations for creditable service for leave, TSP, RIF, and retirement purposes.
