Typical work assignments include, but are not limited to:

  • Serving as Chief of the Unmanned Aircraft System (UAS) Security Branch to provide program and personnel direction in the execution of national level programs.
  • Serving as the senior organizational representative in interagency meetings focused on policies and procedures to reduce national risks posed by unmanned aircraft systems.
  • Advancing organizational abilities to meet requirements in law and executive orders focused on restricting airspace over critical infrastructure, including for special event planning.
  • Providing findings and recommendations for solutions to major issues with short and long-term horizons.
  • Overseeing team efforts to plan, coordinate, conduct and evaluate training of national scope and significance in accordance with current policy.
  • Coordinating with staff, including high-ranking elected and appointed officials in CISA and other agencies to identify common priorities, objectives, and activities.
  • Adjusting progress schedules and priorities to meet new requirements or unforeseen situations.
  • Establishing guidelines and performance expectations for staff members.
  • Providing informal feedback and periodically evaluating employee performance.
  • Resolving informal complaints and grievances.
  • Providing subject matter expertise to senior leadership on strategies to reduce risks to critical infrastructure from unmanned aircraft systems.
  • Providing advice and counsel to employees related to work and administrative matters.
  • Formulating plans to improve program policies, practices, methods, and organizational structure.
  • Translating management goals and objectives into effective operations.
  • Establishing control systems to progress reporting requirements that monitor production goals or program priorities to evaluate progress.
  • Developing work improvement plans by recommending personnel actions as necessary.
  • Serving as the technical expert in the formulation and promulgation of national program guidelines, policies, plans, and procedures.
  • Developing technical guides and training for critical infrastructure owners/operators to better understand physical and cyber risks posed by unmanned aircraft systems recommendations to thwart potential disruptions using legal methods.

  • You will continue to serve the remainder of the one-year probationary period, if required.
  • This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. 7501-7533 and 5 CFR Part 752, as applicable).
  • This position has been identified as a drug testing designated position (TDP) for purposes of the CISA's Drug-Free Workplace Program. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result. After appointment, you may be subject to periodic random drug testing.
  • You are required to file a Confidential Financial Disclosure Report (OGE-450) upon entering the position, as well as annually.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.

You qualify at the GS-15 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties:

  1. Leading the overall budget, acquisitions, finance, and administrative management functions;
  2. Overseeing program reviews and evaluation for major critical infrastructure resilience planning and programs of national scope and significance;
  3. Evaluating critical infrastructure resilience planning, procedures, or guidance for compliance with established laws, regulations, policies, standards, and guidance; AND
  4. Conducting sophisticated analyses of complex policy and program issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
