The USCIS Identity and Information Management Division is soliciting for candidates to serve as product owners for records, identity, and biometrics systems and projects. IIMD's objective is to modernize and synchronize enterprise systems and processes to deliver trusted identity and immigration records by creating and maintaining enterprise person centric solutions that safeguard and maintain integrity of identity and immigration records while ensuring timely and accurate delivery to adjudicators and enforcement partners. This position may be within IIMD's Person Centric Solutions Branch,Immigration Records Management Branch, or Biometric Solutions Branch.

As a product owner, your responsibilities will include, but are not limited to:
- Serve as an active/decision-making member, as a Product Owner (PO), within the Agile-development framework to provide business requirements and prioritization for IT development increments and sprints.
- Serve as the business interface between the end user and the development team, helping to gather and present requirements, business value, acceptance criteria, process workflows, design mock-ups, risk,dependencies, and any additional insights from the end-user personas' perspective.
- Facilitates project management activities to ensure system design and development initiatives are aligned with division-wide expectations of management. This position is responsible for keeping abreast of agile development processes for USCIS enterprise systems, such as but not limited to: RAILS, STACKS/Content Management Service (CMS), Person Centric Identity Services (PCIS), Customer Profile Management System (CPMS), National Appointment Scheduling System (NASS), Central Index System (CIS),A Immigrant Visa Content Service (IVCS), etc.
- Responsible for employing a human-centered design approach in coordination with USCIS field level subject matter experts to identify, collect, develop, and prioritize new requirements for emerging data systems using Agile Methodology processes.
- Leading and participating in Integrated Product Teams (IPTs)/working groups.
- Gathering, documenting, analyzing, and validating business requirements.
- Maintaining positive working relationships and ensuring cross-collaboration within IIMD and with both our USCIS partners and our external partners.
- Perform analysis of system generated verification errors to determine the impacts and resolve all errors. Assemble and analyze relevant facts and draw significant solutions and effectively communicate the same.
- Identify and troubleshoot systems and data issues to determine root cause. Work with system product owners and other project managers to resolve system and data issues, including information technology system changes. This could be to resolve records and identity issues and/or biometrics scheduling issues.
- Conduct analysis and evaluation of proposed changes, researching and investigating new or improved business and management practices to determine the impact on program operations and advising leadership of recommended solutions to various problems.

Qualifications

Qualifications required:

  1. Demonstrate ability to anticipate needs, react quickly, and manage multiple tasks in a fast-paced environment.
  2. Experience planning and executing projects and studies that address challenging topics involving a wide variety of internal and external stakeholders.
  3. Experience analyzing, establishing, and implementing project goals and objectives.
  4. Proven ability to communicate and explain complex tasks/features to broad audiences.
  5. Experience establishing long-range work plans and determining the actions necessary to accomplish objectives.
  6. Ability to multi-task and prioritize simultaneous projects to meet the demands of a busy office environment.
  7. 2+ years experience working in or with records management, identity management, and/or biometrics management is preferred.
  8. Familiarity with USCIS and DHS systems (e.g. PCIS, CMS, RAILS,CPMS, NASS, etc.). Familiarity with enterprise data governance practices, classes of admission (COAs, etc. is a plus but not required.
  9. Experience in human centered design and agile development is preferred, but not required.
  10. Demonstrated interest and ability working with information technology.
  11. Have received a FY24 final performance rating of "Achieved Expectations" or higher.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
