Duties

Help

This position serves as a senior Management and Program Analyst, located in program or staff office, with responsibility for planning, administering, and evaluating complex and critical administrative operations and programs of the agency to ensure overall effectiveness and efficiency of programs, operations, organizations and agency functions.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Reviewing organizational structure to assess if the organization is structured to effectively achieve stated goals.
  • Ensuring linkage between the Organization's goals and Command strategic and campaign plans.
  • Leading study groups and/or steering committees to identify and implement recommendations to improve overall functions, operations and performance.
  • Serving as the Lead Organization consultant/advisor to management, in acquisition workforce management, organizational effectiveness and strategic center initiatives.
  • Overseeing and conducting management studies and designs for complex or new organizations with diverse professional, technical, and support positions.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level.  Examples of specialized experience include: making decisions on work problems, exercising significant responsibilities in dealing with officials of other units, decisions on non-routine training needs; ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building or improve business practices.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  4. Knowledge of planning, programming, and budgeting regulations, guidelines, and processes.
  5. Skill in performing continuous appraisal of the utilization of command resources in accomplishing program objectives and goals.
  6. Ability to accomplish complex studies requiring application of advanced analytical and statistical methods and techniques.
