Duties

Help

You will serve as a Supervisory Human Resources Specialist providing guidance to immediate staff in 10 different locations and to management throughout the Coast Guard. You will administer the Coast Guard-wide programs for the areas of labor relations, employee-relations, performance management, and awards and recognition. This role includes ensuring that these programs are responsive to management and employee needs and function efficiently and productively.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.  Typical work assignments include:

  • Managing the highly complex and dynamic labor relations and employee relations programs which includes involvement with appellate processes and requires significant coordination with management and legal on sensitive and controversial matters having potential for costly and long-term litigation.
  • Recommending or establishing policies, operating policy, and resulting standard operating procedures for program areas. Developing policy changes, directives, and actions needed to meet the needs of the Coast Guard.
  • Formulating long-term plans and initiatives to meet the needs of the organization and to assure compliance with statutes and labor agreements. Completing reporting requirements on program initiatives.
  • Participating in meetings, conferences, panels and committees inter/intra the Coast Guard. Recommending and formulating policy, discussing policy implications of issues and decisions, and strategizing approaches to unusual or precedent problems.
  • Providing technical and administrative supervision to office members and performing the full scope of supervisory duties. Supervising staff in developing strategic approaches to systematically evaluating and improving work processes and service delivery.
  • Managing enterprise-wide awards and recognition program and performance management program for approximately 9,000 employees.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify at the GS-15 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal sector.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


Examples of specialized experience includes administering programs for the areas of labor relations and employee relations; performance management, awards and recognition, developing policy changes, directives, and actions needed to meet the need for an organization; identification of customer needs, resolution of problem areas and other matters to assure optimum utilization of civilian personnel resources; recommending and formulating operational policy, discusses policy implications of operational issues and decisions, and strategizes approaches to unusual, or precedent problems; implementing plans for improving services; and supervising staff in all above duties as a second-line supervisor and in developing strategic approaches to systematically evaluating and improving work processes and service delivery.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
