As an Information Technology (IT) Specialist (SYSANALYSIS) within the Office of Command, Control, Communications, Computers, Cyber and Intelligence (C5l) Capabilities, you will be responsible for the requirements management life cycle process for C5l systems used throughout the Coast Guard, serving in outreach, education, and gatekeeper roles.  This position, also, serves as the senior IT Specialist overseeing the processes and tools by which requirements are kept consistent with end user needs.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard Team. Typical work assignments include:

  • Planning, documenting and implementing the decision making process that ensures that C5l capability needs are identified, documented and integrated through effective portfolio management.
  • Overseeing all phases of requirements management, requirements definition, testing and evaluation ending with operational analysis, and ensuring traceability throughout the entire development process.
  • Serving as the CG-761 representative to various policy and process working groups that stand-up to address relevant requirements management topics.
  • Creating and updating software and logical flows to manage the oversight of capabilities provided by C5l systems.
  • Providing outreach and education to various Coast Guard program offices on the C5l requirements management process.
  • Developing and conducting training sessions, demonstrations, and classes on the C5l requirements management process.

Qualifications

To qualify for the GS-13 level, applicants should have at least one (1) year of specialized experience at or equivalent to the GS-12 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.  

Specialized experience includes the following: 

  • Coordinating requirements management policy dissemination.
  • Developing new methods, standards, and techniques.
  • Managing a portfolio of information technology systems and capabilities.
  • Developing mechanisms to measure requirements management policy effectiveness and responsiveness to user needs.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  5. Skill in applying business process engineering concepts and methods sufficient to identify potential improvements.
