 This Intelligence Operations Specialist position is located in the Vetting Analysis Division (VAD), National Transportation Vetting Center (NTVC) East, Intelligence and Analysis (I&A), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as an Operations Officer responsible for monitoring multiple information sources.Duties include but are not limited to:

  • Serves as a key intelligence and technical advisor for all 24/7 operations, advises Branch, Division, and Office of Justice Assistance (OJA) leaders on operational issues, and often represents the Transportation Security Administration (TSA) as a senior technical point of contact on projects, programs and other work activities.
  • Provides operational and technical leadership support to multiple watch teams conducting 24/7 operations and uses broad policies and objectives that provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches.  Provides direct support to the Watch Managers to execute risk-based application of vetting procedures and improve efficiency and employee knowledge and training; develops plans and techniques to address current or anticipated problems and issues.
  • Maintains situational awareness, escalates, and reports on current threats and ensures incident management procedures are followed, leads passenger watch list matching, encounter, and resolution processes, and provides technical assistance to air carriers covered under the program.
  • Analyzes trends, identifies problems and those factors most likely to impact operating costs, profitability and compliance with regulatory requirements, and defines, organizes and assigns resources to accomplish organizational objectives.  Presents briefings to obtain consensus/approval of TSA intelligence analysis.  Prepares, reviews, and may approve organizational reports or policies for internal and external distribution.
  • Works with managers advising on the development of guidelines and standards and prepares points of view used in forecasting trends and formulating intelligence policy.  Exercises direct responsibility for completing tasking as part of the management of large complex projects or programs, and provides guidance to lower-level staff on how to solve difficult technical issues.   Oversees technology enhancements to the Secure Flight User Interface and suggestions to improve the Secure Flight vetting algorithm which directly impacts the ability to assess No Flys and Selectees.
  • As a member of the vetting technology and operations teams, identifies quality data sources for use in analyzing issues, assesses the impact of regulatory changes, proposes rulemaking changes/initiatives, and coordinates significant technical matters with representatives of external organizations.  Provides direction and operational guidance during crisis management situations, provides strategic direction and vision to include identifying opportunities for process improvements, ensures Standard Operating Procedures (SOPs) are followed, and directs changes to improve operational efficiency to TSA senior leadership and at all levels of the Vetting Analysis Division (VAD) team.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Comprehensive knowledge of intelligence and analytical processes sufficient to perform and oversee all- source analysis of current and emerging threats to transportation security, match individuals against watch lists, exercise operational control during threats, and serve as a key intelligence and technical advisor for all 24/7 operations advising Branch, Division, and Office of Justice Assistance (OJA) leaders on operational issues. 
  • Comprehensive knowledge of and ability to work effectively with key organizations within the U.S.  intelligence community, develop and maintain information conduits between the U.S. Intelligence  Community, and identify quality data sources for use in analyzing issues, assessing the impact of regulatory changes, proposing rulemaking changes/initiatives, and coordinating significant technical matters with representatives of external organizations.
  • Comprehensive knowledge of transportation security procedures as they apply to the Vetting Operations program, including advance knowledge of automated systems used in vetting processes, sufficient to oversee technology enhancements to the Secure Flight User Interface and develop suggestions to improve the Secure Flight vetting algorithm that impacts the ability to assess No Flys and Selectees.    


NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
