    Summary

    This position is located in the Department of Homeland Security (DHS), DHS Headquarters Office of the Strategy, Policy and Plans, PLCY.


    The primary purpose of this position is to serve as a Program Analyst in support of PLCY and Strategic Integration and Policy Planning (SIPP) leadership by identifying PLCY equities in DHS business and operations management decision processes and works with PLCY sub-offices to maximize policy implementation effectiveness in PLCY priority areas.

    Responsibilities

    As a Program Analyst GS 0343 9/11, your typical work assignments may include:

    • Conducting organizational development and performance management research and implementation, including the annual Resource Planning Guidance (RPG) and applicable analytical studies, as part of the DHS Planning, Programming, Budgeting and Execution (PPBE) system, and development of the DHS Strategic Plan.
    • Collaborating with senior analysts with research into trends and dynamics of the strategic environment. Completing program analyses of both a quantitative and qualitative nature. Incorporating findings into recommendations for further research and study and/or to provide results to higher-level analysts for further consideration.
    • Participating as a supporting analyst in meetings, working groups and other forums between office staff and representatives of other Department components and external organizations. In this capacity, identifies topics that require DHS leadership attention, manage the agenda, and work with and across DHS Components and Offices to ensure that topics proposed for leadership consideration are at the necessary level of analytical maturity to allow informed discussion and decision-making. The incumbent may also be called upon to perform required functions in support of the SIPP's role as the Executive Agent for two Departmental senior leadership forums (the Senior Leaders Council and Deputy's Management Action Group).
