Duties

Help

This position serves as the ALC Civilian Personnel Liaison Officer under the guidance of the Chief, Workforce Management Staff (WMS Chief).  The primary purpose of the position is providing or obtaining a variety of management services essential to the direction and efficient operation of the organization.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include:

  • Advising and assisting management and liaises in accomplishing Human Resources Management responsibilities and assuring compliance with appropriate laws, rules or regulations, and/or negotiated agreements.
  • Analyzing mission management objectives and organizational goals to determine current and projected personnel needs and potential placement issues.
  • Reviewing, analyzing, and interpreting incoming HR requests and actions; recommending appropriate action; keeping managers informed of the status; monitoring, coordinating and tracking all on-going and projected actions.
  • Advising supervisors and managers on leave entitlements; reviewing all special leave requests to ensure regulatory compliance.
  • Managing master manpower documents (Position Allowance List (PAL); analyzing division requests for reprogramming requests, PAL corrections waivers, and Organizational Modification Requests (OMR) and preparing submissions.
  • Serving as the on-site Drug Testing Coordinator.

The GS-09 is developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-11 level

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify for the GS-9:  Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

OR 

At least one of the following if using education to qualify at this grade level:

A)  Master's or equivalent graduate degree

OR

(B)  2 full years of progressively higher level graduate education leading to such a degree

OR

(C)  LL.B. or J.D., if related

OR

A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position.  Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade.

FOR THE GS-11 GRADE LEVEL: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

Examples of specialized experience include: Gather, assemble, correlate, and analyze data.  Monitor, advise and measure the effectiveness, efficiency, and productivity of administrative programs, acting as a personal representative in telephone and personal contacts; maintaining contact and advising on important and/or recent developments; participating in the interpretation and communication on policies and procedures.

OR

At least one of the following if using education to qualify at this grade level:

(A)  Applicants must have at least a Ph.D. or equivalent doctoral degree 

OR

(B)  Applicants must have at least 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

OR

A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position.  Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor.
