As a Budget Analyst GS 0560 11/12/13, your typical work assignments may include the following under supervision:
Participates in the planning, organization, and execution of a major, substantive budget for a significant program component.
Recommends the modification of budgetary procedures to implement the financing and accomplishment of major national programs.
Interprets congressional legislation and OMB policies and precedents, Executive Orders, OMB guidelines and directives, and policies and precedents to ensure that assigned program budget functions are in compliance with policies, directives, and other relevant guidance.
Analyze and evaluates continual changes in program plans and funding and their effect on financial and budget program milestones.

Qualifications
Specialized Experience:
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as: performing varied duties in the budget process which require application of a series of different and unrelated methods, practices, and techniques of budgeting.
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: identifying and analyzing changes in budgetary resources and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives.
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: advising managers or appropriate budgetary actions to be taken to meet agency needs, making recommendations affecting substantive programs, and monitoring and reporting on the rate of expenditure of funds, and alerting managers of trends in obligation of funds.
Substitution of education in lieu of specialized experience may not be used for this grade level.
Education Substitution at GS-11 level:
You qualify at the GS-11 grade level if you possess one of the following:
A. One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to ; OR
B. A Ph.D. or equivalent doctoral degree; Three full years of progressively higher level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt positions only); OR
