    This Program Analyst position is located in the Resource Management Office, Performance Management Branch, Resource Management Office (RMO), Operations Management (OM), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). The incumbent is responsible for evaluating the effectiveness of operational programs and special projects, and providing objective data and information to management to support decisions on administrative or programmatic aspects of TSA operations. Duties include but are not limited to:

    • Advises management on the operational effectiveness and efficiency of assigned program(s). Provides recommendations to address areas of concern; oversees implementation of fixes and assesses effectiveness of solutions. Advises management on unusual or complex operational issues.

    • Provides recommendations for, and coordinates the implementation of, strategic programs and operations; monitors execution to ensure success.

    • Confers with supervisor or manager on execution and tracking of work plans. Validates and coordinates tasking of counterpart or subordinate organizational units as directed by senior TSA officials and program managers.

    • Reviews laws, regulations, and polices to assess, evaluate, and advise on sustainable practices for assigned program(s) and/or projects.

    • Directs and develops plans for project teams or other groups working on or producing projects and studies. Leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies.

    • Participates in discussions, meetings, conferences and conference calls with administrative and technical personnel, other subject matter experts, and other agency officials.

    The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
