Duties

Help

Serves as a senior human resources specialist under operational control of HCPP in matrix to the Office of Intelligence Human Policy (Title 50 Cell) in concert with the Office of the Director of National Intelligence (ODNI) specialists.

Plans, develops, organizes, evaluates and works collaboratively with internal and external partners on various Title 50 use 3024(v) human capital initiatives, standards and policies.

Plans, develops, organizes, evaluates classification intelligence competencies position descriptions, pay compensation flexibilities, staffing and recruitment programs policies and projects.

Qualifications

Qualifications required:

You must have professional experience performing the following duties:

  1. Mastery knowledge of a wide range of federal HR laws, executive orders, regulations, policies, directives, instructions and concepts governing HR functions, providing staff-level advice to operating HR offices and liaisons across internal and external population in the development of solutions to especially complex problems of program improvements.
  2. Skill in conducting reviews, analyzing and assessing various HR program operations, policies and practices to include identifying deficiencies; measuring compliance, consistency, and effectiveness to make sound business recommendations for enhancements and improvements for the greater good of the organizations strategic goals.
  3. Ability to communicate effectively both verbally and in writing to establish and maintain effective and positive working relationships.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  3. Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  4. Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
