The incumbent of this position serves as the Director, Cybersecurity Coordination for National Protection and Programs, Office of the Under Secretary (OUS), U. S. Department of Homeland Security (DHS).  The Director is responsible for improving the nation's capability and capacity to detect, prevent, respond, and mitigate disruptions of communications physical and cyber risks through the synchronization of the Department of Defense and Department of Homeland Security cybersecurity operations and plans.  The position requires the incumbent to be physically located at the National Security Agency (NSA) where the individual will work with both NSA and as the DHS Senior Cybersecurity Representative to the United States Cyber Command (USCYBERCOM).

 

The position carries a high degree of complexity. It requires the ability to synthesize complex, strategic concepts into operational processes and procedures. It requires an inter-agency understanding of the systems and capabilities of DHS, the Department of Defense (DOD), and NSA in order to synchronize coordination and joint planning across the federal enterprise and private sector. It requires a demonstrated ability to lead operations, conduct detailed operational planning, manage resources and ensure performance standards are set.

 

The Director, Cybersecurity Coordination reports to the Under Secretary of NPPD, through the Deputy Under Secretary/Cyber Security for NPPD.  NPPD's responsibilities include enhancing the security, resiliency and reliability of the nation's cyber and communications infrastructure.  NPPD works to prevent or minimize disruptions to our critical information infrastructure in order to protect the public, economy, government services and the overall security of the United States; it actively engages the public and private sectors as well as international partners to prepare for, prevent and respond to cyber and communication incidents that could degrade or overwhelm these strategic assets.

- The Director of Cybersecurity Coordination along with the Under Secretary of NPPD, Deputy Under Secretary/Cyber Security for   NPPD and the Assistant Secretary, Cybersecurity and Communications, participates in the development, implementation and management of the DHS strategic cybersecurity planning efforts and policy development.  

 

- Promotes and facilitates strong communications between DHS, NSA and DOD senior leadership on cybersecurity matters of joint interest.

 

- Directly oversees the operations of the Joint Coordination Element located at NSA. This organization includes both DHS and NSA personnel, which responsibilities include ensuring the development and synchronization of operational plans for synchronizing cybersecurity operations across DOD and DHS. It also includes the responsibility for translating, tracking, and accounting for cybersecurity requests for support between DOD and DHS, and the functions of mission management for homeland security for cybersecurity within NSA.

 

- Develops, delivers, integrates and advocates for DHS requirements and requests for support to protect government systems and U.S. critical infrastructure, developed by the Office of Cyber Security and Communications, to NSA and USCYBERCOM.

 

- Conveys to and coordinates within DHS any NSA and USCYBERCOM requests for support or requirements regarding cybersecurity operations.

 

- Develops, maintains and amends with NSA and USCYBERCOM the appropriate agreements, to include the necessary funding mechanisms, to implement the objectives and responsibilities tied to this position.  

 

- Engages with NSA and USCYBERCOM in joint operational planning and mission coordination, in support of operations to be conducted by the Office of Cyber Security and Communications and NPPD.

 

 - In cooperation with NPPD and NSA, builds and sustains an effective and efficient management organization, with appropriate performance metrics, capable of supporting the cybersecurity and communications preparedness mission for DHS and DOD.

 

- Support the Office of Cyber Security and Communications in the development, update and execution of the National Cyber Incident Response Plan (NCIRP).   Ensure the NCIRP is continuously updated to reflect changes in public and private sector capabilities and is synchronized with DOD efforts for defending its networks and the other networks it relies on for operations.

 

- Leads the development of DHS and DOD supporting operational plans to the NCIRP and ensure interdependencies with Department of Defense plans and addressed.

 

- Coordinates with the DHS Office of the General Counsel, Chief Privacy Officer, and Officer for Civil Rights and Civil Liberties to inform DOD (NSA and USCYBERCOM) operational planning efforts with relevant information about DHS responsibilities and policies regarding cybersecurity.  

 

- Integrates DHS personnel into the acquisition and cybersecurity operations organizations within NSA.

 

- Represents NPPD and DHS in Congressional hearings, meetings with senior officials and senior executives in the public and private sectors, as appropriate and as delegated by NPPD.

 

- Participates in complex cybersecurity acquisition programs.   Ensures compliance with appropriate DHS acquisition program management practices, while ensuring DHS requirements are appropriately presented to NSA for support and synchronization.

 

- Assists the national effort, through coordinating DOD and DHS efforts, to improve homeland security information sharing between the public and private sectors to aid in preventing, detecting, mitigating, and/or recovering from the effects of an attack, interference, compromise, or incapacitation related to IT and communications systems.

 

- Synchronizes the development and maintains DHS and DOD roles and relationships tied to the NCCIC and DOD's proposed Integrated Cyber Center (ICC).

 

- Maintains 24/7 cognizance of DHS and, as appropriate, of DOD, NSA and USCYBERCOM cybersecurity activities, to assist in deconfliction and promote synchronization of those activities.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below.  Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Technical Qualification(s) - Mandatory
 
TQ-1:  Ability to deal effectively on complex homeland security-related issues with senior officials from all branches and levels of government and with other private sector and critical infrastructure/key resource owners, operators, and other stakeholders.

 

TQ-2:  Experience in directing and supporting large-scale public, private sector and critical infrastructure/key resource risk management (including information sharing mechanisms, strategic planning, and execution of complex operations) and preparedness, protection and recovery programs involving multiple organizations.Ability to obtain a Top Secret/SCI w/Full Polygraph security clearance is required for this position.
